Sheboygan police at scene of officer involved shooting

One person is dead after an officer involved  shooting near 15th and Illinois Avenue in the city of Sheboygan.

The Sheboygan Police Department responded to a disturbance call near the intersection of S. 15th St and Illinois Ave July 2, around 5:50 a.m. The 911 caller reported one of the people involved in the disturbance was armed. Police made contact with the individual and a shooting occurred. The Police said the deceased is a male, but further details about their identity have not been released. Officers were uninjured in the incident.

Family members of the victim have identified him as 32-year-old Kevan Ruffin, a Black male whom struggled with mental health. They say he was a longtime Sheboygan resident and that the Sheboygan Police were aware of him and his struggles with mental health.

In a Thursday morning press conference Sheboygan Police Sergeant Andy Kundinger confirmed that the shooting victim was armed, but declined to provide further details about the weapon at this time.

The Wisconsin Department of Justice has been called to the scene to investigate the incident.
